The Culpeper County Planning Commission voted 7–1 Wednesday night not to recommend approval of issuing a use permit to Recyc System to build a biosolids storage facility off State Route 673 near Remington.
More that two dozen people spoke at a three-hour public hearing, with the majority opposing the venture.
 Several county farmers spoke in favor of the use permit.

The request now goes to the Board of Supervisors on Feb. 7 for final action.
